You can. Farm Derelict Freighter encounters and choose the cargo bulkhead as the reward from the last terminal. These work like Storage Augmentations for starships. The NMS wiki says: Cargo Bulkheads can be found on Derelict Freighters and used to add slots to your freighter general, up to 48 and tech up to 21 slots.

Another way is whenever you fly into a star system and pirates are attacking a freighter, kill pirates, get the reward from the freighter's captian.
